Why is the mint function active and who can use it?

The mint function is active to support Axelar ITS and ONLY the bridges can use it!

A more technical explanation is this. In order to bridge tokens between chains and maintain the fixed circulating supply the bridges need to mint and burn tokens accordingly when you bridge.

For example: if you bridge 1000 AI from ETH to BSC, first the bridge will burn your 1000 tokens on ETH, then mint 1000 tokens and send them to your wallet on BSC.

The dev or the team cannot call the function. It’s hard coded to the bridges and cannot change ownership! No dogs allowed!
